{"id":263428,"date":"2021-03-10T11:21:16","date_gmt":"2021-03-10T16:21:16","guid":{"rendered":"https:\/\/autosphere.ca\/?p=263428"},"modified":"2021-03-10T11:24:46","modified_gmt":"2021-03-10T16:24:46","slug":"un-canada-a-deux-vitesses","status":"publish","type":"post","link":"https:\/\/autosphere.ca\/fr\/concessionnaires\/2021\/03\/10\/un-canada-a-deux-vitesses\/","title":{"rendered":"Un Canada \u00e0 deux vitesses"},"content":{"rendered":"<p><strong>Si le gouvernement f\u00e9d\u00e9ral a renouvel\u00e9 ses subventions \u00e0 l\u2019acquisition de v\u00e9hicules sans \u00e9mission, les provinces canadiennes sont loin d\u2019avoir toute embo\u00eet\u00e9 le pas.<\/strong><\/p>\n<p>Avec son programme iVZE (incitatif v\u00e9hicule z\u00e9ro \u00e9mission), le f\u00e9d\u00e9ral offre un rabais oscillant entre 2500 et 5000 dollars pour l\u2019acquisition d\u2019un v\u00e9hicule neuf tout \u00e9lectrique, hybride rechargeable ou activ\u00e9 par une cellule d\u2019hydrog\u00e8ne.<\/p>\n<p>Dans son budget de mars 2019, Ottawa s\u2019est engag\u00e9 \u00e0 soutenir financi\u00e8rement les Canadiens qui voulaient effectuer le virage vert. Cet engagement sur trois ans totalise 300 millions de dollars.<\/p>\n<p>En gros, les v\u00e9hicules neufs tout \u00e9lectriques, hybrides rechargeables \u00e0 longue autonomie et \u00e0 l\u2019hydrog\u00e8ne ont droit \u00e0 une remise de 5000 dollars alors que 2500 dollars seront vers\u00e9s aux automobilistes qui optent pour un hybride rechargeable \u00e0 plus courte port\u00e9e. Pour se qualifier pour ces rabais, le v\u00e9hicule doit \u00eatre offert \u00e0 un prix de d\u00e9tail de moins de 45 000 dollars.<\/p>\n<p>Certaines exceptions s\u2019appliquent selon le nombre de si\u00e8ges ou des versions plus luxueuses. Le rabais peut \u00eatre offert directement lors de la transaction avec le concessionnaire et il doit s\u2019agir d\u2019une premi\u00e8re acquisition d\u2019un VE. Les offres valent aussi pour la location \u00e0 long terme d\u2019un v\u00e9hicule \u00e0 z\u00e9ro \u00e9mission.<\/p>\n<p>Il est possible de voir\u00a0<a href=\"https:\/\/tc.canada.ca\/fr\/transport-routier\/technologies-novatrices\/vehicules-zero-emission\/liste-vehicules-admissibles-programme-ivze\" target=\"_blank\" rel=\"noopener\">ici<\/a>, la liste des mod\u00e8les \u00e9ligibles aux diff\u00e9rents rabais.<\/p>\n<h5><strong>Le cas qu\u00e9b\u00e9cois<\/strong><\/h5>\n<p>Au palmar\u00e8s des provinces canadiennes, le Qu\u00e9bec fait belle figure quand il s\u2019agit de rabais \u00e0 l\u2019achat ou \u00e0 la location \u00e0 long terme de v\u00e9hicules z\u00e9ro \u00e9mission. Le gouvernement du Qu\u00e9bec offre un rabais \u00e0 l&rsquo;achat ou \u00e0 la location aux particuliers, mais aussi aux entreprises, aux organismes et aux municipalit\u00e9s du Qu\u00e9bec, qui souhaitent faire l&rsquo;acquisition d&rsquo;un v\u00e9hicule \u00e9lectrique neuf. Ce montant peut atteindre 8000 dollars.<\/p>\n<p>Le rabais est li\u00e9 \u00e0 la cat\u00e9gorie de v\u00e9hicules, \u00e0 son autonomie, et est proportionnel \u00e0 la dur\u00e9e de la location. Ici aussi, Qu\u00e9bec a \u00e9tabli une <a href=\"https:\/\/vehiculeselectriques.gouv.qc.ca\/rabais\/ve-neuf\/vehicules-neufs-admissibles.asp\" target=\"_blank\" rel=\"noopener\">liste des v\u00e9hicules neufs admissibles<\/a> au programme de rabais.<\/p>\n<p>Soulignons que la valeur du v\u00e9hicule neuf peut atteindre 60 000 dollars. Les v\u00e9hicules \u00e0 hydrog\u00e8ne sont aussi couverts, mais le site du gouvernement n\u2019en liste pas en ce moment dans cette cat\u00e9gorie de prix.<\/p>\n<p>Avec un rabais combin\u00e9 pouvant totaliser 13 000 dollars sur l\u2019acquisition d\u2019un VE, le Qu\u00e9bec remporte la palme de l\u2019ensemble des provinces canadiennes.<br \/>\nRappelons que l\u2019Ontario du conservateur Doug Ford a mis en place le programme de rabais pour l\u2019achat de VE au rancart. La province faisait pourtant bonne figure avec des rabais allant jusqu\u2019\u00e0 14 000 dollars. Le d\u00e9branchement de ce programme, argumente le gouvernement, se traduirait par une \u00e9conomie d\u2019un milliard de dollars sur quatre ans pour les contribuables ontariens.<\/p>\n<p>Il existe toutefois en Ontario le programme Plug\u2019n Drive offrant un rabais de 1000 dollars \u00e0 l\u2019achat d\u2019un VE d\u2019occasion apr\u00e8s avoir suivi une pr\u00e9sentation d\u2019une heure sur les avantages de rouler \u00e9lectrique. Et finalement, les d\u00e9tenteurs d\u2019une vignette verte pourront se consoler en ayant ainsi acc\u00e8s aux voies r\u00e9serv\u00e9es.<\/p>\n<h5><strong>Une perc\u00e9e dans les Maritimes<\/strong><\/h5>\n<p>Peu de provinces des Maritimes offrent des rabais pour bonifier ceux disponibles au f\u00e9d\u00e9ral. Cependant, le premier ministre de la Nouvelle-\u00c9cosse, Iain Rankin, a annonc\u00e9 r\u00e9cemment une enveloppe de 9,5 millions dollars pour aider ses citoyens \u00e0 acheter des v\u00e9hicules \u00e9lectriques.<\/p>\n<p>Ce qui est int\u00e9ressant c\u2019est que le rabais atteint 3000 dollars pour un v\u00e9hicule neuf, mais sera tout de m\u00eame de 2000 dollars pour un v\u00e9hicule \u00e9lectrique ou hybride rechargeable d\u2019occasion. On compte actuellement 500 v\u00e9hicules \u00e9lectriques en Nouvelle-\u00c9cosse et un peu plus de 100 bornes de recharge publiques.<br \/>\nL\u2019absence d\u2019un tel programme a des effets n\u00e9fastes sur l\u2019adoption de ces v\u00e9hicules. C\u2019est le cas au Nouveau-Brunswick qui souhaitait compter 2500 v\u00e9hicules \u00e9lectriques sur ses routes en 2020, mais qui n\u2019en a \u00e0 peine 650 d\u2019immatricul\u00e9s en ce moment.<\/p>\n<p>Il n\u2019existe aucun programme de rabais, outre le iVEZ f\u00e9d\u00e9ral, dans cette province. Le gouvernement souligne qu\u2019il compte poursuivre ses efforts d\u2019implantation de bornes de recharge publiques, ce qui pourrait inciter le virage vert des automobilistes de cette province.<\/p>\n<h5><strong>Le d\u00e9sert des prairies<\/strong><\/h5>\n<p>Rien n\u2019incite les automobilistes des provinces des prairies \u00e0 se convertir \u00e0 l\u2019\u00e9lectrique. Le Manitoba, la Saskatchewan et l\u2019Alberta, grande productrice de p\u00e9trole, n\u2019ont pas de programme de rabais. Les \u00e9lectro-automobilistes doivent se rabattre sur le programme f\u00e9d\u00e9ral.<br \/>\nIl faut aller plus au Nord pour trouver des incitatifs \u00e0 l\u2019acquisition de v\u00e9hicules verts.<\/p>\n<p>Par exemple, les Territoires du Nord-Ouest ont mis sur pied un organisme sans but lucratif, le Artic Energy Alliance, qui offre un rabais suppl\u00e9mentaire de 5000 dollars pour l\u2019acquisition d\u2019un v\u00e9hicule z\u00e9ro \u00e9mission \u00e0 condition de se trouver dans l\u2019une des neuf communaut\u00e9s approvisionn\u00e9es par de l\u2019hydro-\u00e9lectricit\u00e9.<\/p>\n<p>Le Yukon a de quoi surprendre aussi,\u00a0alors que son gouvernement offre un rabais pouvant aller jusqu\u2019\u00e0 5000 dollars pour tout v\u00e9hicule \u00e9lectrique neuf de moins de 55 000 dollars. Les r\u00e9sidents peuvent m\u00eame b\u00e9n\u00e9ficier d\u2019un rabais de 1500 dollars pour l\u2019importation d\u2019un VE qui n\u2019est pas disponible dans la province.<\/p>\n<h5><strong>Vends ton tacot<\/strong><\/h5>\n<p>La Colombie-Britannique offre un rabais de 3000 dollars \u00e0 l\u2019achat d\u2019un v\u00e9hicule \u00e9lectrique ou hybride rechargeable neuf. Ce montant a d\u00e9j\u00e0 \u00e9t\u00e9 de 6000 dollars mais a \u00e9t\u00e9 r\u00e9cemment coup\u00e9 en deux par le gouvernement.<\/p>\n<p>Ce qui est int\u00e9ressant \u00e0 cette extr\u00e9mit\u00e9 du pays c\u2019est que Victoria offre aussi un programme nomm\u00e9 Scrap It, qui offre, sous certaines conditions, jusqu\u2019\u00e0 6000 dollars \u00e0 quiconque se s\u00e9pare d\u2019un vieux et \u00e9nergivore v\u00e9hicule au profit d\u2019un VE.
